An HDB resale handover checklist matters because resale flats come with no Defects Liability Period. Once completion happens, about 8 weeks after HDB accepts the resale application, every fault becomes the buyer’s. MND confirmed in May 2024 that resale deals run on caveat emptor. This blog walks you through what to check, what HDB skips, and where HDB home handyman repairs fit.
Does a resale HDB flat come with any defects warranty?
No. The 1-year Defects Liability Period applies only to new flats, and a resale purchase transfers the flat as it stands. The Ministry of National Development’s May 2024 written answer states that HDB resale transactions are premised on the caveat emptor principle, buyer beware.
The same answer sets out what that means in practice. HDB does not track complaints about defects found after completion. Prospective buyers should inspect the flat and be satisfied with its condition before committing. A buyer can rescind only by proving they were misled by false information, which is a high bar for a dripping tap or a sagging cabinet door.
So the checklist does two jobs. Before you exercise the Option to Purchase, it tells you what to negotiate. Before completion, it tells you what the seller still has to deliver. After completion, the same list becomes your own repair schedule.
Worth noting: a resale flat completed in 1996 has had 30 years of daily use. Hinges, door closers, tap cartridges and window fittings wear out on a predictable schedule. An older flat carries a longer list than one just past its 5-year Minimum Occupation Period.

What does HDB’s resale inspection check, and what does it skip?
HDB’s Branch inspection checks only for unauthorised renovation works that could damage HDB property or affect the structural stability of the flat or block. It does not assess the flat’s condition, the safety of the seller’s renovation works, or whether fittings comply with other rules.
That limit comes straight from HDB’s acceptance and approval guidance for sellers. Technical Executives from the HDB Branch arrange the inspection after HDB accepts the resale application. If they find unauthorised works, the seller must rectify them before completion.
A clean HDB inspection therefore tells you nothing about leaking pipes, worn hinges, faulty switches or loose window fittings. Those are outside its scope by design.
The resale paperwork does flag one item. HDB’s approval letter to the seller includes a BCA windows retrofitting form, which ties into the casement window rule below. Ask the seller for a copy before completion.
Where this breaks down is the buyer who reads a clean HDB inspection as a quality check. The only inspection that covers condition is the one you arrange yourself.

What can you ask the seller to fix before completion?
The seller must rectify any unauthorised renovation works and hand over the flat with vacant possession. Anything else, such as a leaking tap or a broken cabinet door, is fixed only if you and the seller agree it in writing.
Timing sets your bargaining power. Before you exercise the Option to Purchase, a repair request is part of the price negotiation. After you exercise it, the deal is binding and the seller has no duty to fix ordinary wear.
The cleaner approach is to inspect early, list the items, and agree through your agent either a repair before completion or a price adjustment. A price adjustment is usually simpler. The seller has no reason to pay for quality work on a flat they are leaving, and you get to choose who does the job.
Keep the agreed list specific. “Seller to fix leaking kitchen tap and replace bedroom 2 wardrobe hinge” can be checked at the final inspection. “Seller to fix any defects” cannot.
What should you check at the final inspection before completion?
Check that the flat is empty, that every agreed repair is done, and that each fitting you are paying for works. HDB tells buyers to arrange this inspection with the sellers before the resale completion appointment and to confirm the seller can deliver vacant possession.
Work room by room with the water and power on. Run every tap and flush the WC, then watch the floor trap drain. Switch on each light and test sockets with a phone charger. Open and close every door, cabinet and drawer, and note anything that rubs, drops or sticks. Tap floor and wall tiles with a coin to listen for hollow spots.
Look up as well as across. Brown stains on the ceiling under a bathroom point to a leak from the flat above. Hairline cracks with rust marks on a ceiling or beam are a warning sign of spalling concrete.
Count the keys before you sign anything. Main door, gate, letterbox, windows with locks and any service cabinet should each have a key, and a missing one is cheaper to raise now than to cut later.
Photograph every item on the list with the date visible. Those photos are your record if an agreed repair turns out to be missing after you take the keys.
Why do windows need extra attention in a resale flat?
Windows carry legal penalties that ordinary fittings do not. Since 2004, BCA has required homeowners to replace all aluminium rivets in casement windows with stainless steel ones, and older resale flats are where the old rivets still turn up.
The numbers explain the rule. BCA’s December 2023 media release recorded 35 fallen windows in the first 11 months of 2023, 19 of them casement windows, with corroded aluminium rivets the main cause. Since 2006, 406 people have been fined and 94 prosecuted for fallen windows.
The penalties are steep. Failing to replace aluminium rivets carries a fine of up to $5,000, up to 6 months’ jail, or both. A window that falls through lack of maintenance carries a fine of up to $10,000, up to 1 year’s jail, or both.
“Fallen windows are safety hazards,” said BCA Group Director Er. Thanabal Kaliannan, pointing to Singapore’s dense, high-rise built environment. For sliding windows, check that the safety stoppers and angle strips are in place.
Window repairs are not handyman work. Rivets, friction stays and sliding window parts go to a BCA-approved window contractor, so this item belongs on its own booking.
When can work start on a resale flat?
Only after resale completion. The seller keeps the flat until the completion appointment and hands over the keys there, so no handyman, plumber or renovation contractor can start before then.
Completion is about 8 weeks after HDB accepts the resale application. Use those 8 weeks to price the work. Send photos from your viewing and final inspection to the trades you plan to use, and book the first visit for the days after completion.
Sequence matters on a resale flat that is also being renovated. Any work that needs an HDB permit, such as hacking walls or replacing bathroom floors, follows the permit process. Fix It Papa’s guide to what HDB requires approval for sets out which jobs need one. Small jobs that need no permit, such as replacing a lockset or tightening hinges, can happen on day one.
If the seller has a temporary extension of stay agreed with HDB, the physical handover moves to the end of that extension. Plan the first visit around the day the keys actually change hands.
What can one handyman visit fix on a resale move-in list?
One visit can clear most of the wear items a resale flat hands over: locks, cabinet hinges, drawer runners, curtain tracks, towel racks and sagging doors. At Fix It Papa’s 2026 rates, a typical resale move-in visit costs $430 to $680.
| Resale move-in job | Fix It Papa 2026 rate |
| Replace main door knob or lockset | $60 to $100 |
| Cupboard hinge repair, per door | $50 to $80 |
| Drawer runner repair, per drawer | $60 to $90 |
| Curtains or blinds, per window | $50 to $80 |
| Towel rack or grab bar | $60 to $90 |
| Pictures or mirrors, first 3 items | $50 to $80 |
The $430 to $680 example covers a new main door lockset at $60 to $100 and 2 cabinet hinges at $100 to $160. It also covers 2 drawer runners at $120 to $180 and curtains on 3 windows at $150 to $240.
Changing the lock comes first on any resale list. You cannot know how many copies of the old key exist, and a new lockset is the cheapest security upgrade in the flat.
Which resale repairs need a licensed or approved contractor instead?
Windows, electrical work and water pipe work each need a licensed or approved worker, so keep them off the handyman list. Casement and sliding window parts go to a BCA-approved window contractor. Wiring, new points and anything inside the distribution board go to a Licensed Electrical Worker. Water service pipe connections go to a PUB-licensed plumber.
Splitting by licence saves money. A handyman booked for hinges cannot touch a dead socket, so the electrical item needs its own booking and its own call-out fee anyway. Tell whoever you book about every item up front, so each visit goes to the right trade.
Fix It Papa handles electrical items through its licensed electrical repair service as a separate visit. Resale flats often need this booking, because switches, sockets and light points have had decades of use.
The ceiling stain from the flat above is a different case again. A ceiling leak from an upper unit follows HDB’s ceiling leak process with the neighbour above. Raise it with them and HDB rather than painting over the stain.
Get the keys, change the lock, clear the list in one visit
A resale flat hands its buyer the whole repair history of the previous owner, and nothing in the HDB process checks it for you. The useful work happens in three windows: before the Option to Purchase, at the final inspection, and in the first week after completion. Sort the list by trade, keep windows and wiring separate, and put the rest into a single visit.
Send Fix It Papa your inspection photos and item list for a fixed price on one visit after completion. Use the resale move-in quote request or WhatsApp +65 8091 6366.
FAQs About Move In Handyman Checklist Singapore
Can i ask the seller to repair defects in a resale hdb flat
Yes, but only by agreement. HDB requires the seller to rectify unauthorised renovation works and give vacant possession, and nothing more. Agree any other repair or a price adjustment in writing before you exercise the Option to Purchase, because HDB resale deals run on caveat emptor after that.
Should i change the locks after buying a resale flat
Yes, on the day you collect the keys. You cannot know how many copies of the old main door key exist. Fix It Papa’s 2026 rate card prices a standard door knob or lockset replacement at $60 to $100, and it fits into the same visit as other move-in repairs.
How long after hdb resale completion can i move in
You can move in on the day of the resale completion appointment, when the seller hands over the keys. HDB schedules completion about 8 weeks after accepting the resale application. If the seller has a temporary extension of stay, the handover moves to the end of that agreed period.
