HDB Plumbing Rules You Must Know (Before You Renovate or Repair)

Are you planning a toilet renovation or fixing a major leak in your HDB flat? Before you start hacking walls or buying fancy rain showers from Taobao, you need to know the rules.

Singapore has strict regulations (set by HDB and PUB) to ensure water safety and prevent leaks between floors. Ignoring these can lead to fines of up to $5,000, or worse—being forced to undo your expensive renovation.

1. The “3-Year Waterproofing Rule” for BTOs

If you just collected the keys to your new BTO flat, you cannot hack your toilet wall or floor tiles for the first 3 years.

  • Why? HDB installs a waterproofing membrane under the tiles to prevent leaks to the unit below. This membrane needs time to stabilize.
  • The Workaround: If you hate the design of the original tiles, you can’t remove them, but you can overlay new tiles on top of them (using adhesive).
  • Warning: Hacking within this period voids your warranty and is illegal without a permit (which is rarely granted).

2. You Must Use a PUB Licensed Plumber

Since 2018, it has been an offense to hire an unlicensed worker for regulated water works.

  • What a Handyman CAN Do: Simple tasks like replacing a tap, a shower head, or a flexible hose.
  • What Requires a License:
    • Installing or replacing a toilet bowl (WC).
    • Replacing a sink or washbasin (including the bottle trap).
    • Changing pipes (copper/PVC) or valves.
    • Installing a storage water heater.

3. Concealed Pipes Must Be Accessible

We all love the look of a sleek, pipe-free bathroom. However, HDB rules strictly forbid permanently embedding water pipes inside concrete walls or floors.

  • The Rule: If you want to hide your pipes, you must “box them up” using a false wall or carpentry.
  • The Catch: You must provide a removable access panel (at least 600mm x 600mm) so that plumbers can inspect and repair the pipes in the future without hacking your renovation.

4. Illegal Drainage Works

Changing the location of your sink or toilet bowl is tricky.

  • You generally cannot move the toilet bowl far from its original position because the sewage outlet (the hole in the floor) cannot be shifted.
  • You cannot connect a washing machine discharge pipe directly into a gully trap without proper fittings, as this can cause backflow and mosquito breeding.

5. Water Heater Safety

Gas heaters and electric storage heaters have different requirements.

  • Electric: Must be installed by a licensed electrician/plumber with a proper isolation switch (no 3-pin plugs allowed for heaters!).
  • Gas: Can only be installed or altered by a Licensed Gas Service Worker. Even general plumbers are not allowed to touch gas pipes.
